The P-Card is used for purchases less than $1000.

It is important to emphasize that a Procurement Card "P-Card" is not to be confused with a "Credit Card." A Procurement Card is merely a method of payment much like issuing a check.

A Procurement Card ("P-Card") may be used to purchase tangible goods, but not services, having a value of less than $1000 if such goods are not otherwise available through inventory at the City Warehouse or available on an existing City contract. It is important to also note that each P-Card has a total transaction limit of $1,000. P-Card holders are determined by the Director of each individual department and each holder is required to attend a comprehensive training on rules and regulations on the use of P-Cards. If the acquisition for a particular good exceeds $1000.00, it does not qualify for a P-Card purchase. If a purchase is split in two transactions to a single vendor or two similar vendors and the aggregate is in excess of $1000.00, this would constitute a purchasing violation, identified as a split purchase. The correct solution would be another methodology of purchasing such as Oral Quote, RFB (Request for Bid), RFP (Request for Proposal, see definition below), etc., depending on the total value and nature of the items being purchased. P-Cards are intended for incidental purchases of non-frequently used or low cost items.Consult your Department or Division Procurement Card holder or the applicable rules and regulations for more information regarding Procurement Cards.

How to obtain a P-Card: The Accounting Division issues and accepts applications for P-Cards, and orders the P-Cards from the bank. These forms are kept in a on line library that can be found at Financial Support under P-Card links. The Purchasing Division trains P-Card users before they are issued a card, and ultimately issues the cards once the City receives them from the bank and the user has received the required training. Please see your division manager or department director about whether or not you may obtain a P-Card. Purchasing Cards should only be held if there is a strongly likelihood that a card will be needed by each individual holding a card.
